"Sorry! You've hit your hourly usage limit" on Twitter?

I received a Twitter message at around 1 PM est on July 27 which said, "Sorry! You've hit your hourly usage limit" for I believe the first time ever, even though I hadn't done as much tweeting as I've done on previous days. Then my router stopped working and I had to sign back on to the Internet using a wire (remember the days).

I googled the phrase and found only one (not really) halfway looking legitimate blog post at PCMag that I could barely understand regarding it: http://www.pcmag.com/article2/0,2817,2370135,00.asp

What happens when Twitter decides to use its own APIs to display messages and enable features on its main Web site? Its users run the same risk of draining their digital pool of available resources as if they were tapping into Twitter using a third-party application.

At least that's the scenario that The Next Web's Chat Catacchio found himself in recently. According to the writer, Twitter has apparently decided to set a rate limit for accessing the main Twitter.com page in a manner familiar to those who use third-party tools to manage their accounts.

In the case of the latter, Twitter restricts the amount you can access the service to a set rate in an effort to prevent apps from mercilessly pinging Twitter every x number of seconds. Multiply that scenario by Twitter's millions of users, and that practice could run the risk of setting the company's servers ablaze from overuse.


Then I Googled some more and found some pictures - with messages - posted by a Twitter user who claims to be Richard Perlman @HealthyCitizens over the last year:

Most times when I can tweet, Twitter says "Whoops! You already said that..."

After not accessing Twitter for 19 hours, I hit my Twitter "hourly usage limit" without even posting a tweet.

After a few Tweets, I again hit my Twitter "hourly usage limit" and can't even view my past tweets.

Today I hit my Twitter "hourly usage limit" w/out posting a tweet.Twitter support says problem w/ ISPs. #Thailand

It doesn't matter whether I use Wi-Fi or aircard, I'm informed "Sorry, you've hit your Twitter hourly usage limit".

It's getting easier to find hacker spam Twitter accounts these days, because when I click on who they follow I often see accounts that say I'm following them even though I follow zero accounts on Twitter now and usually never saw them before.

My guess is this almost definite zombie/sock/spammer/hacker is pretending that governments are preventing him from tweeting things like this alleged Tweet from May 10, 2010:

I'm not sure what that means, and it has followers from all across the world. But fake news and hackers seem to go hand in hand.
